Perhaps it would be better if you imagine what you do when stealing it. These are engineering projects - just consider stealing Gibraltar Crossing and you should see it. If the Nordic Federation has no claim on the capital of the EU (and they usually don't) then they have no option to unify the EU (but the EU could unify them because they have or they could have claim on the capital of NF) even though you can federate the EU as the NF. I am in control of the Nordic Federation, and it would seem that I have a claim on the EU. The EU is however controlled by The Academy. What happens if I federate with the EU? It's got to the point where I am really feeling the lack of characters in game save names.
Is it possible to allow these to be longer, please as I try to make a save specific to the circumstances & right now this is very difficult as it seems there is a very small number of characters allowed.

I think part of the problem is the relative costs of controlling small, poor countries as versus rich, immediately useful ones. Okey Dokey - if that is how it works then that is how it works.
Can we please rename the mission then, as 'steal project' should mean just that, and not just steal a reference to it.

Stealing it only means the project is available for you to research - this is not a bug. I see. Info much appreciated - this really could be made clearer though, as the mission is 'Steal Project' and it is not the same thing as 'make this available for research' by a long, long way & If this is...

I like these ideas a lot, and a future expansion pack could add some extremely interesting factions. I particularly like the hybridize idea and this could be mixed with a cyborg type concept as well. Some very good ideas here, and I can already tell that Mod designers are going to have a lot of fun....

It is simply illogical, when you have fast ships, with 1.5+kps but you can`t build fast probes. My colonial ship will reach Pluto in ~0.5 year, and prospector probe will take 9k days or 25+ in game years(both start from Mars). No it isn't. I just read on Steam Community that it is possible to first turn a councillor (which we knew about) but then you can get a turned councillor to resign from his/her current faction & then hire them yourself.

Is this deliberate or accidental, and can the AI also do this?

You should be able to pick your own starting councilors... I tend to find the random ones suck or allow us to Generate our own with the knowledge that you need one able to investigate alien crash sites at the beginning and one that allows you to control nations. I'm not at all sure about this idea ...
