Have you made any progress on liberating a region?
The Avatar Project runs from the start of the game (28 days after game start on rookie iirc). You don't find out about it until later on, as you are much more in the dark in LW2 compared to vanilla where the councilor magically knows everything.

I'd spread out your missions, if it gets to 4 or higher I believe they can start doing terror missions. I believe ADVENT strength makes missions harder as well. If you're determined to liberate right now then I'd do it as fast as possible before it gets any worse, and make sure you avoid any "G...

The way I understand it is that ADVENT notices a security breach and alerts troops nearby. You can see this in action by bypassing all pods, hacking a cell door, then backing up. From my experiences, it is better to spread out your resistance havens instead of trying to liberate them one at a time. If you do a bunch of missions in a region, it pisses off ADVENT a lot (especially if you do sabotage monument and such). In addition, higher strength allows for terror missions an...

The higher rank the soldier is, the more likely they are to discover those filthy jello men.
On a side note, making said soldier an officer might not be a bad idea, seeing how you only get a bunch of rookies to help.

2. Invading facilities comes as part of the liberation chain, which starts with "Find a lead"
