Some soldiers can indeed have better selections than others, though that somewhat depends on what the soldier is doing. Yah, you generally know the kind of mission you're going into ahead of time, and you need to prepare accordingly. In particular, Snipers are pretty crap on any mission with a pre-determined EVAC point. On those missions, you generally have only a few turns to actually fight, but mostly have to const...

In fact with 1.1, this mechanic was removed from Rookie as well, replaced with an extra 5 aim for all soldiers, so what you see is what you get. The other difficulties shouldn't have any. Awesome. XCOM 2 is a very good game on it's own. Long War 2 likely has more staying power, but there's nothing at all wrong with XCOM 2. You'll have a lot of fun playing through it. The Sawed Off is arguably the best 'non-defining' secondary out there (Grenade Launchers, Gauntlets, and Swords being 'defining'). It's basically a single-use Super Shotgun.
