It's a questionable trade-off. I wouldn't say no to allowing Arc Thrower overwatch.

There are some perks that are unconditional stat boosts, but they don't come with other bonuses.

Besides allowing you to carry the soldier, don't aliens ignore unconscious soldiers? If so, then Sedation might also be useful for taking the heat off of a heavily injured soldier, and would make the above suggestion of sedating low health soldiers work for other situations. Not that I'd say no to any flamethrower improvements, however the Flamethrower charges are on your Technical whether you perk them or not. And, at base, you get two more of them. So, while I'm not a huge fan of the Flamethrower, you've got it strapped to your wrist, so you might as well power it up....
