its useful if you need or want to use a large number of specific weapon mods, and are not able to get enough drop during missions. I always seem to have a limited number of expanded mags, scopes, and auto loaders, so use it typically on those mods to get the higher ranked ones.

In general, you do not need to pick OW perks to perform OW actions on the enemy turn. Its more a matter of positioning, and using stealth, battle scanners, or scanning protocol to identify enemy pod locations. without more information its hard to say. you can sell items to the black market to get the supply for more laser weapons, and you do not need laser on every person in the squad. Generally, you want to focus on boosting rebels in havens, getting supply via smash and grabs, and getting intel packages...
