Part of it is the in-game text: just replacing the word 'tactical' with 'permanent', and being more explicit about which enemies are upgraded would fix half the problem. What exactly does "some enemies" mean? Without reading this thread, I would assume Lightning Reflexes goes to all Stunla...

SMGs and pistols have a range penalty too I think, though I don't know how severe it is at max sight range. This may be a balance issue, but imho this behaviour makes the skill much less useful to the point of becoming a liability in some cases.
