In 1.1 the Psi Operative got limited in the number of times it can be trained in the Psi Chamber. Is there a way to remove this limit by ini edit?

In the original LW, some perk choices granted flat stat bonuses beyond what they displayed. Steadfast conferring +5 will being an example that jumps to my head.

Is there a way to implement a similar system to LW2? Where say I were to give +Aim for choosing certain perks?

I know the AWC has the Holotargeting perk disabled to be accessed by the Sharpshooter class but do the Sharpshooter Holotargeter perks (i.e. Vital Point Targeting) affect the Holotargeting perk?
