So, if you force back Avatar progress, if the scale fills up again, that 21-day countdown isn't reset ?!? That's just wrong. There is yes, I believe Jadiel is correct on 21 days. A quick check of the ini would probably confirm this. Be warned, it does not reset if you reduce the avatar progress unlike in vanilla. So if the clock gets halted at 1 day and they get some progress and reactivate the clock, it'll be 1 day left ...

That's a pretty reckless assumption and honestly if you're that assure of your dominance on that turn why use the rocket at all? The action would be better spent on assisting in their elimination. If you needed to remove overwatch/psi a flashbang would do the job without the unfortunate side affect....

I suspect bugged, looking at it's ini entry it's listed as 1 for enviro dmg which obviously it doesn't appear to be respecting. With regards to the perk in general. Not a fan. Always seemed finicky to me in vanilla, didn't realize it was quite so awful.

I've got this in both my campaigns so far, one legendary the second commander difficulty. Advanced Mag weapons also becomes instant.
Also received after doing a troop column, plus I had farmed an excessive amount of trooper corpse, might be linked?
