Pretty much. From what I can tell it's easy to reduce avatar, and you can replace Cols late game, or just build SPARKs. And really Squaddie Rangers are pretty effective regardless. I find them all pretty irrelevant, especially compared to aim and mobility. HP is a nice to have so that you can tank a hit, I usually give PCS conditioning to grenadiers for example, because they're the only class that doesn't need aim or mobility.

The 5 turn haven evac missions CAN be won consistently, I've never lost a soldier or rebel on them in almost 2 entire 1.4 L/I playthroughs. You do however need a good strategy. Can also just stick everyone on supply. Don't have to liberate if you don't want to take the risk. It's only a 20% difference between a liberated and unliberated region for supply generation.

Disagree with advice about not generating supplies early. I start doing supplies as soon as I can generate about 4 simultaneous missions. That's only about 2.5 regions on Intel. Not unusual to be able to get a good supply drop in May or early June.
