Skill's description changes depending on your current weapon. If your shinobi carries SMG, the text will say "kills made with SMG", if shotgun - the text will change. Same happens with melee weapons ("sword" vs "axe").

Quite a few missions - liberation chains, aggressive COIN, prisoners, invasions, etc - can happen only in contacted regions. Maybe removing the soldier resets the number of anti faceless intel he gathered? If not then I also support adding this feature. It doesn't. Maximum scatter is static, actual scatter isn't. With more accuracy, there are less chances that your rocketeer will roll those ~4 tiles of scatter.

Wraith cannon worked fine in vanilla.
I did hack a sectopod on a final mission (several +10 permanent hack bonuses over the campaign makes it easy), and fired wraith cannon at the aliens quite well. And it did work correctly at all stages.
