Not really a bug, just an issue with cosmetic mods and civilians

I was wondering if anyone knew an easy way to prevent cosmetic mods from being used during the creation of custom civilians. I don't mind it with soldiers since they can just be re-customized, but it's quite irritating when a scientist, engineer, or civilian spawns in with a weird appearance or weir...

I just did the Avenger Defense mission on Veteran Ironman. 2 of my squads, a total of 18 soldiers of my very best soldiers, were infiltrating at the time and weren't available. Another interesting interaction that I noticed was that if Reaper is used, and the soldier fails to get a kill thus ending their turn, using command on that soldier will allow them to continue their reaper-spree. If they get a kill, they are able to take another action. So the same rule does not see...
