I've heard that 1.3 aims to change guerrilla ops missions by distributing the enemy forces into smaller pods on the map. Same thing happened to a friend under similar circumstances:
- retaliation mission
- no bug on first attempt

I've also seen this happen with troopers that walk through fire in the fog and anything else that causes damage without giving Advent a direction where to go. Your repro sounds the most reliable though.

While waiting for an infiltration to finish, the Dark Event that it counters went into effect. I would have expected the mission expiration to coincide with the DE activating.

I have a hard save for this one, so I reloaded and maneuvered a soldier to carry the bleeding advisor. No change (advisor still abandoned).

I ended a "Protect the Datatap" mission with my haven advisor bleeding out (2 turns remaining). He was apparently left on site, because he's nowhere to be found in the Avenger roster and the haven has no advisor.
