Faceless are 14 Mobility and have range 3 on their claw swipe. They can't Fleche so they need to swing after moving up to 9 tiles. That meant 2 rebels are actually Faceless. Whether the pods ALSO have Faceless is another matter.

When I know where the pod is and that they're on Red Alert, they become predictable which is about as good as dead to me (assuming I'm not behind on tech or something). There's definitely a difference between the timed missions. I have no qualms bringing immobile soldiers on a mission where I throw the evac flare. I have little qualms bringing a 13 Mob soldier to a S&G mission, especially later on when I tend to do these at Heavy (meaning 8-man so the slow guy ...

Ghost would go very well with full shooter build but, unlike you apparently, I actually find this build levels up slowly - probably because it doesn't get many kills and spends time doing officer training. My 1.4 campaign only had shooty shinobi. In retrospect, I should have taken Reaper over HI (or Evasive). Without that, they need to wait until GSgt (Hit & Run) to contribute to damage. It'd be another story if I had an abundance of cover destruction and the shinobi had pistol skills. Otherwise, ...

Bear in mind vigilance is only one factor in determining how much Str a region wants. Additional weights modify the overall desired Strength. A region surrounded by liberated regions is going to want 2x connections extra legions on top of vigilance. More if GP site and/or Facility and/or radio tower.

Side note: adding a mod on top of (vanilla) LW2 is perfectly ok. Probably not what OP meant but it's an option if someone really wants to tweak the balance further. Commander's Choice and Peek from Concealment have some impact on balance and are frequently used.

From what I've read on reddit, vanilla XCOM 2 and WotC are pretty much completely different code bases. There is no "port a change over from one to the other" without completely re-coding it.

Why this mechanics exist in the first place,and what purpose does it serve? To force the player to think of future pods before they meet them. Players aren't going to take orange-shots seriously if they're not serious. why does a mission need to be trivial early game,and straight up impossible late...

I've seen this happen too. Instant Lib 3 detection after respawn in a high Str region (twice actually).
