I've had covering fire not trigger on targets that were in LOS multiple times

Someone said it won't trigger if they shoot at the soldier who's doing the overwatch - dunno if that's true or not.

They don't get the scatter penalties that we do, and the wiki says this is the case

I have a save with a repeatable situation where the rocketeer will in fact move and then shoot a rocket

It might be tied to trying to explode a propane tank if that helps

You can't really make the Suppression playstyle viable unless you get some flex on the RNF schedules, otherwise slowing down the fights is shooting yourself in the foot if you're gonna be fighting +3 and then +4 enemies that you otherwise wouldn't by taking a class that's better at killing enemies,...
