Is there a way to manually spawn one of the other rulers with console commands?

Upon further testing, only the second chamber lets you train abilities. Im not sure what the first chamber does, if anything.

after i did a mission the psi op said promote. AS per the normal i immediately put him into the psi lab and left him there. A few ingame days later i realized he wasnt on my event log. I go back to the psi lab and hes still there, theres no timer and i didnt get an opportunity to choose an ability. ...
