I solved it. I uninstalled all of my Workshop mods. Added LW 2, then uninstalled it. I deleted all the empty folders in: Steam > steamapps > SteamApps > workshp > content > 268500 I then copied the LW 1.2 folder LW_Overhaul into: Steam > steamapps > common > XCOM 2 > XComGame > Mods I started XCom 2...
