For specific missions where you know there will be mechs? Sure, if you want to spend the resources to make them. Is the range 3x3 on a grenadier? Because if it is then that seems just fine.

3x3 would make them really strong on normal units..

Also do they count as explosive grenades for the purposes of needle grenades?

With an SMG the sharpshooter would be as mobile as a shinobi with less need for secondary equipment (due to spotting equipment for free) which would make them more mobile. So yes, they would be a better pure scout than a Shinobi.

I don't think there really are any "all purpose" missions.. As it stands i have four squads a fast squad, a heavy squad, a body retreival squad, a precision squad. Fast is : Overwatch Specialist (revival protocol only real deviation) + Support Grenadier + Fill with Shinobi. Fast is for VIP missions/...

While its true that a pistol will eventually be better than the knife it will not be immediately. A pistol uses a slot and does 2-5 damage (assuming Center Mass).
