Tier 1: Low Profile Tier 2: Deep Cover Tier 3: Tactical Sense Terrible perks(except tac-sense). Only good on an OW build and even then kind of lame. DFA is superior even if you only bring one sharpshooter. The rapid targeter is not close in damage, consistency, or utility.

In timed, call evac missions, you will get to use DFA 4 to 6 times per fight because you will be able to setup while concealed, engage, and then throw your evac.
