Yes that's generally the pattern of LW2 campaigns. You get a tech advantage in the midgame and it won't last that long so you push hard. To keep Advent from concentrating, you need to be spreading your hits around to always have somewhere you can be doing missions in while Advent focusses elsewhere....

One other thing: be aware of how you get facility leads. Many a newbie lost a campaign because they didn't understand that the lead-giving missions are disguised to look like normal missions but with a much shorter timer.

I guess I'm in the minority here, but low infil missions was a cornerstone of my Legend campaigns - the payoff in xp is just too good! I don't think it's that small a minority. You may want to allow 92% infiltration missions. That's still E.Light in a Str 1 region.
I can commend the house rule to not cheese low infiltration missions. Get used to being poor in one resource or another.

Dwarfling has given you the answer. We don't think of "Find a Lead succeeding" because we know exactly which mission is the start of the liberation chain before we send a squad out.
