Missing the point. OP's concern is that if you get Covering Fire as your level one perk, you must train it - even if you don't want that effect - in order to get access to the higher-level perks. Who used the "only take overwatch shots on %" PCS? If you are doing an OW, you should be using something like situational awareness of hyper-reactive pupils or something. I do. All the time. They're only 5 supplies, benefit a lot of units, and for a good portion of the game your units won...

Hunters targeting only applies on flanks, and not on exposed targets. Is the damage curve really that big a deal? Its 1 HP per hit. And you have to spend resources to get it on those units.

Maybe go armor first. So that you've got better punch from secondary abilities? And also a bit of up on the incoming damage curve

Well I feel better now knowing that evac missions do not yield any corpses. I do mostly get those missions at this point.
