Remember also that vigilence in a given region can be increased by things you do in other regions. Liberating a province generates a big vigilence boost in connected areas and a small boost globally. Hello SonnyWiFiHr.

I don't intend this to be mean or rude, but have serious doubts that you actually understand what vigilence is in LW2.

It is not any value that has a visual representation in the game, so I am curious to know how you determined what the minimum value is?

I've played around a bit with my World War I squad that is based on the combined use of machineguns and poison gas.

The conclusion is that gas grenades need to be combined with salvo.

That way you can poison them and run away.

I've been thinking about giving it a try and attempting to resolve any conflicts as they crop up.

My modding skills are currently limited to text edit butchery of .ini files, but I am willing to learn.
