You need to train up something other than Shinobi or you'll get wrecked on the missions that aren't stealth. Most of which aren't optional. You need to send out combat squads when you can. I enjoy stealthing because it pissed me off that vanilla presented itself as a game with a stealth mechanic, then outright cheated to prevent you from using it except in the one way the devs intended.
The game is finally about the OBJECTIVE, not shooting everything until you win. Stealth is FUN.

I've encountered it twice, both times on Troop Column Ambushes, and both times when a pod patrolled through a fire. All the pods just stop moving. For me, activating the pod which set itself on fire results in no scamper moves being taken, but afterwards all pods and units resume movement and combat...

ADVENT can't retaliate in liberated regions. They can only invade. Any rebel not doing something is a total waste at that point. IMO, Rangers are an excellent choice for officers, but you have to be building them as battle officers, not covert officers.

I like Shinobi for general officers because it gives them something to do while scouting. I like Rangers for battle officers because they tend to be in the middle of things for Incoming! and I always make them out of good aim troops, so they hand out some accuracy buffs as well.

On a successful mission, soldiers get a flat amount of xp equal to the number of enemies on the map divided by the number of soldiers on the mission (minimum 3) times a per-class multiplier (average 5.7). It reduces the number of engineers required to manufacture an item. Some of the late game items require 5 or more engineers on your staff to manufacture. In the event that you cannot find that many engineers, or have lost some to combat (it can happen in certain retaliations), you can make up for it...

You're thinking vanilla. LW awards XP to the surviving team based on mission objectives. You don't need to fire a shot to level up. Kills just provide a small bonus to the soldier who scores them. I'm just not sure all Sharpshooters would survive to get good. They do get really good, but you have to deal with that awkward phase before Phantom where your Snappers are just crappy Rangers and your DFAs can't ignore cover yet. I think you'd need to rush the AWC and pray for good pistol perks.
