Had this happen in vanilla, too. Marking eats up the untouchable charge (but the soldier at least shouldn't be marked in this case).

As I understood it it's a flat +50% increase, not a 50% multiplier, so if you infiltrated to 55% completing the liberation would set it to 105%.

Check if there's actually any doom on the fortress to begin with. If all your doom is coming from facilities and nothing is on the fortress then there's nothing you can remove to begin with.

Two pods is not the problem I'm pretty sure. Here's an example from 1.2 with a 2 pod activation. Panic from the Flamethrower seems more likely.

Don't get too used to this, in 1.5 kill xp will be capped to the same number used for mission xp. If you get a mission schedule with 10 enemies, kill xp will stop after the squad's 10th kill. I understand that farming reinforcements shouldn't be encouraged, but at the same time this really punishes...

I only take missions with infiltration times of 7.5 days or longer, and usually bring as many soldiers as I can while still being able to infiltrate at least 100%. Which can get a bit tedious. Since promoted rebels are better at their job you have to check back to your larger havens from time to time to make sure no promoted rebel is stuck in hiding while an unpromoted one is out hunting for supplies.

The current trend seems to be to not assign haven advisors and then simply skip the mini retaliation missions, write off the lost rebels and replace them with the next jailbreak. It doesn't seem worth it to risk 9 soldiers on a recruitment retal only to save 4 rebels.
