Making stealth deep and compelling seems like you'd be building an entire side game within Xcom. I mean if Pavonis can pull it off, that'd be amazing, but I'm pretty skeptical that it's feasible. Specialists with good hack are very good in combat missions because hacked drones are almost identical to vanilla on-release mimic beacons. That's just too situational, often there is no drone. currently perks are already "auto-balanced" by random soldier stats, random soldier awcs, and different conditions as the campaign progresses. I pick a hugely more varied set of perks for each roster in my campaigns than I ever did in LW1.
