It does a very terrible job of even indicating the context of a decision. Some of this is a carryover from the original game but I think Pavonis has just compounded on it by implementing very deep mechanics without also increasing player feedback. Played over 200 prob 250 missions. 'Find a Lead' missions I assume are the only way to get facility leads. My games really dragging on because I'm obviously missing something. The DLC missions are gated behind some enemy force levels, so you won't see them as early as you did in vanilla, but if you have the boxes checked they should all pop eventually.
