I witnessed a disoriented Advent Trooper hit for 3 damage against full cover. Now, to do the math, full cover offers 45 defense, which combined with the -25 from being disoriented means the trooper is shooting with at 70% penalty. Yes, it stacks. If you shoot a target with a plasma weapon three times, you do +0 (because the rupture does not apply to the shot that causes it), +1, +2.

Oh, XCOM 1 and Long War 1 definitely had innate height defence. Floaters were really scary just because when flying they got some 20 to 30 additional defence (some of them had DGG as well). This is normal. It happens exclusively on that specific mission type (lib3 dark vip), so you aren't going to be running into it too often.

I really don't think these changes are enough, and the backwards scaling issue will always remain until a minimum infiltration level is enforced. I use house rules to restrict my own behavior because I want to have a meaningful strategic layer, not a power fantasy, and once you learn how to beat 0%...
