It's apparently an issue Firaxis introduced when they added controller support for PC.

Any serious Blade Shinobi should be using Cutthroat as well, for the armour ignore on organic enemies. This isn't a huge deal early on, but once most enemy forces are sporting 2-3 points of armour it's a pretty big deal.

Cutthroat is also +15% Crit and +2 Crit Damage. Sword crits are savage. ;)

Yeah, this is pretty much exactly how it works already.

The only differences are that there's also a global hidden Force Level value that influences overall unit strength/tech level/etc. and that the Offworld Reinforcement events are regular missions rather than specially-highlighted Dark Events.

She's the size of an actual house. Defense comes from having 4-5 armour and 40-50 HP which is more than enough by itself in most cases.

The Jammer officer skill delays them, giving you an extra turn before they appear, but that's it. Once they're coming in they're coming in.

Hey, I use it on a regular basis- I just couldn't remember whether or not it actually stunned them off the top of my head, and didn't feel like playing the RNG to test it.

But yeah, it can't actually stun them so I guess it's technically working as intended as far as the wording goes.

The arc thrower has a decent accuracy bonus. Many times I'm looking at a ~40-55 to hit with a laser gun or a ~65-70 with the arc thrower. So your assault's role is to maybe 70% have a shot to maybe stun one unit (and disorient if that doesn't go through). Here's the thing- that "maybe 70%"...

With good infiltration (100% is bare minimum, never launch at that point unless you must) and the Jammer ability on your officer you should have seven turns from breaking concealment to get out without any additional forces.
