It apparently doesn't but I feel like it should. I know the aim debuff was nerfed to -30 from -50 to make it so enemies won't always run it, but when enemy aim starts stacking or they get ammo upgrades with grazing it feels a bit like the opposite problem. Covering fire has needed a buff since the LW1 days. Its a situational perk that has pained us forever. It wasn't as much of a problem because opportunist existed. That is indeed how it works and always worked i believe. And if it didn't work like this, there'd be little downside to it. Your shinobi must always be in danger or off on the flank as a price of the perk.

In the same vein, maybe... I dunno. Increase the supply reward on them and keep it static (250-300?) and make them reward no corpses, or very very few corpses (at least one of each type you kill.) Or increase the supply reward and make them reward no corpses, but introduce another way to get corpses...

Sounds like you were lucky not being detected considering the insane detection radius of drones at 0% infiltration. You're right however that it's often (rather than always) possible to find a decent high ground if you're willing to spend some time exploring the map on supply convoys, reaching them...

Powerful? You betcha, but it's a perk-slot once per mission ability. I feel that it's a totally justifiable power level for the opportunity cost incurred in a perk-slot once-per-mission ability. That seems more powerful than the bunker buster. And I do not think any drastic offensive rocket replace...
