I dont mind getting shot at, but it is irritating that they get a scamper move and then shoot. So a pod wanders in, a snake scampers forward six tiles into flank, and then it shoots me. It wouldnt have been able to pull off that move in a normal turn because it doesn't have the move speed. Its just...

Boosting multiplies the current value by 1.5. So boosting a 2% infiltration won't make very much difference. In theory you might expect it to jump to 3%, but it's also subject to rounding. So the actual infiltration value might be 1.6% (shows as 2%), and after boosting it's 2.4% (still shows as 2%).

It's an .ini setting. Because the game has updated, it's overwritten any changes you made, so you'll need to make that change again.

If you fire a grenade on the second turn, then you'll lose the Steady Weapon bonus on your shot. Salvo makes Stocks worse, not better in my opinion. Stocks are pretty much only for sniper rifles. Vigilance is only one of the factors which determines where the AI calls in reinforcements, and how it moves it's troops around. Others are: liberation progress in that region, presence of liberated regions adjacent to the region, and presence of facilities/blacksites in the region.

I'm pretty sure you get the same benefits from over infiltration on hqs as you do on regular missions, i.e. 5-6 fewer enemies, lower spotting distance while concealed and lower evac timers. Killer Instinct also gives +50% crit *damage* which with BEO and talon rounds means your crit damage is up to +18 with high level pistols.

Demolition generally does it. On the subject of demolition, it's been my experience that if there are two pieces of cover between gunner and target, which gets destroyed is randomly chosen, not both.

It doesn't increase dodge, but it makes graze outcomes more likely (as well as crit outcomes less likely). If it had the same effect as increasing dodge, it would also make miss outcomes more likely.

I think the problem with all these suggestions is that they kill the ability. OM into Command is about the only use for the ability in the game. If you nerf it, all officers will just pick up Focus Fire.

You need to liberate a region to be able to see the Avatar Project tracker, but it's still there, even if you can't see it. Eventually, it fills up and then you lose the game.
Next time, try liberating a region earlier. Trying to get one by June or July is a good goal.

Are you supposed to be able to see the top row of AWC perks on a Squaddie? At the moment, you can't when the AWC is empty, but you can when another soldier is training there. Seems like it should be one or the other.

Intended behaviour is that disorienting units remove OW which was in place before they were disoriented. It should work this way for both XCOM and aliens. This spreadsheet implies that liberation chain missions don't spike vigilance any more than any other mission does. It always feels like ADVENT strength starts rising rapidly once you unlock network tower/HQ missions, but is this just coincidence?

I'm pretty sure the Basic Research one does actually increase your research speed (it's basically an extra scientist, though obviously can't be assigned to work in a facility). I don't think the Engineering one does anything except reduce requirements though.
