Because they're supposed to be a means of reducing ADVENT strength, not making it skyrocket. But Vigilance =/= ADVENT Strength. AWC will not in fact award a perk that is already in their skill tree. I'm curious to see how that may change in 1.2. The concussion rocket would be much more useful if it was a long range large AoE flashbang. I would definitely take it then, even without the stun. As I just posted in the other Rocketeer thread, a guaranteed Disorient is necessary for Concussion Rocket to be considered an alternative to Flashbangs...

I like the idea of the Concussion Rocket but, I think it needs to guarantee Disorient with a chance for Stun. Otherwise, why take not just use a Flashb- Oh wait... The ability to load different kinds of rockets, like Frag or HEAT (even Thermobaric would be tight but, difficult to implement correctly...

Not sure why covering fire does not ignore cover bonus. It always should have as you are shooting at someone coming out of cover to fire at you. Makes it a good perk and makes sense.
