As I understand it, there are occasional 'strong' or 'weak' pods in mission schedules, which have an effective boost or penalty to Force Level. In my last campaign, I started turning down some missions (mostly engineer VIPs) in September, stopped doing about half the mission types in October, and by November I was doing Golden Path and stealth missions for intel and nothing else.

Treat missions with this low a timer not as missions but as information popups. You now know exactly when and where the retaliation will happen. Take the opportunity to install a high-level fully geared Haven Advisor and get a combat team ready to run the retal.

Guardian is a level 1/2 AWC perk, while Sentinel and Rapid Reaction are both level 3 only. That's the balancing factor. Guardian isn't meant to be as strong as its big brothers.

Troop shortages are a much greater pressure in 1.3/1.4 than they were in 1.2. One thing that helps is using squads of 4-5 instead of 5-6 where possible. Having one less soldier makes the mission a bit harder but both cuts the infil time by 20% or so and gives you an extra soldier for the duration. H...

If you make sure to bring a Technical on invasion missions, you can generally deal with the relay by rocketing the roof it's standing on. Makes for a good way of telling Advent "no more reinforcements, please".

They're locked to the map in many cases, yeah. Unfortunately they're not at all easy to fix.
