I think it was only the seeker and ghost armor that had true cloak abilities from the first game (concealed was also a element) though in xcom 2 while there are no seekers I am surprised there has been no attempt to create cloaked units like lancers or chrysilids, no longer at that this point in the game is it about the aliens testing humanity, they want to complete the project so it would make sense they pull off all the means to ensure the end game is met.

It shouldn't be something all troops can have, should be a specialized variation that will act as ambush during VIP rescue or kill missions, a unit that is melee close up and delivering powerful crits.

It would be game breaking without question and if it existed as a mod then there may be some restrictions needed to add fairness or be left as a challenge for those foolish enough to try.

This is just a suggestion if cloaked enemy units could at all be done.
