[Suggestion] Allow XCOM squads to be stationed in Havens

This would essentially turn the Havens closer to how the XCom bases worked on the original UFO Defense

You still designate 1 soldier as the Advisor no bonuses of any kind for any additional soldiers stationed at the Haven. And that squad is available for any Raid/Rendezvous/Invasion/Terror/Haven Defense missions on that region (or place a cap on the number of soldiers for those missions or a limit on the number of soldiers present)

To change the soldiers on the Haven you'd need to fly there, instead of just clicking on the Tower symbol on Geoscape.

In addition, you could have the option to send that squad into Hack/Rescue/etc. missions but it would have a longer infiltration time (due to the need to steal vans to get to the target) and the Evacuation timers would be longer. And they could only be trained/healed/equipped while on the Avenger.

This could also be combined with a number of new jobs for Resistance personnel (there are already some mods for this):
* Manufacture items for XCOM
* Heal injured XCOM soldiers and Resistance Personnel
* Training (gain more easy XP levels if there are more than 1 XCOM soldier present)
* Construction (tower building without requiring the Avenger to be scanning on the region)
* etc.
This alien aggression will not stand man!
