Finding Rebels in Retaliation Missions

It seems like the circle around hiding rebels in Retaliation Missions glitches out a lot. I have been unable to find a mod to help find rebels, but find it hard to believe no one has made one. Is there a mod out there that puts something more akin to the person of interest marker from the jailbreak missions over the hunkering rebels? I can't be the only one to be frustrated trying to find the last few rebels as pod after pod drops out if the sky on me. Surely they want to leave!
