Lib 3 Kill or Capture VIP

So for Lib 3 where you have to kill or capture the VIP, do you have to capture him to activate Lib 4? Or is killing him enough?

I had to sacrifice 2 soldiers on this mission last night to capture the VIP, whereas I think I would have been able to get everyone out if all I have to do is kill him.

In vanilla, killing didn't net you the intel. So, I assume it's the same way. In this case, the intel is likely paltry compared to the lead reward, so yeah you probably can just kill them.

I just wasn't sure if unlocking Lib4 was like the extra intel you get in vanilla.
