Where can I find all base chances for Psi attacks?

Hello, I'm working on a Psi overhaul thread, and I can't seem to find anywhere what the base chances for all psi abilities are, not on the wiki, or the ini files. I know it's 50 for domination, and that's it. If you could help me out, I'll get the thread up in a few days.

Really? You sure? Could have sworn Insanity and Domination have different percentage to succeed. What the hell is the point then. Why not just have extra 50 Psi offense for every soldier instead. Anyway, thanks.
