Spit ball for PSI operative

I was taking with my friend the other day and he brought up a cool concept for the PSI op. Instead of having to train a rookie to become a PSI trooper, you would have to train a ranked soldier. After the training, the new PSI op would be able to pick a couple abilities with no train time based upon his rank. As an addition, based upon what class he was previously, the PSI trooper would get a specail passive.
For example, a sharpshooter who became a psi op would gain squad sight for mind-spin single-target abilities (with a reduced chance to success based on how far away the target is) or maybe a pervious specialist would heal an ally 3 hp when mind merge or inspire is cast.
If you can't tell this is based on EW system for MEC troopers. This system is good because it provides a way to upgrade your high ranked troops in the late game, something that I feel was lost in XCOM 2, as well as eliminating the problem of "Oh crap, all my Soldiers are high ranked, and I don't have enough funds for rookies."
