Baseline Activity is what the activity will be at 100% infiltration.
Current Activity is what you're up against if you launch now.
"Vulnerable" measures the effect of your infiltration on current activity level.

Thanks. So the enemy readiness is like a reference? It doesn't affect anything in game as opposed to the activity?

It reflects how your infiltration % has affected the alien activity (remember, alien activity goes down as you infiltrate further).

Readiness is reporting your infiltration score's impact on the current activity. Current activity is the one you need to worry about more directly.
