By default, LW2 lowers mobility when you equip a grenade, medkit etc ...

Where is this adjustable in the INI files? I've searched, but cannot find the lines. I'd like to experiment with different values if possible.

I think this values in XCOMLW_Overhaul.ini
ItemTables have param Weight(Weight=1 or Weight=0).
