If your soldiers don't have roughly 15 base mobility (+/-2 or 3, I don't remember which), you're experiencing a bug with NCE, Red Fog, or a mod conflict. Noticed someone on reddit said their average mobility was around 11, which is certainly not correct. That would (obviously) make LW2's timers a lot harder. If you don't mind, please file a bug report if you're experiencing this issue. :)

It seems to be 15 with a -1 per item of gear debuff that is new, and you have the option for +3 by using an SMG as with the previous stand alone perk. Plus a few of the characters have access to increased speed perks. I can see people being at 11 or 12 if they load up on equipment.

Yes, that's intended. 15-3=12, which was base mobility in vanilla. I just wanted to comment since I've seen people talk about 11 or even 8 base mobility soldiers, which would make the game much harder than it's supposed to be and is definitely a bug (try regenning inis).
