I can't figure out where to go.

I finished the first mission, went back to base, scanned in the Black Market, and now there is nothing to do, no more scanning icons, and nothing else to do at base. Is this a bug?

Yes, this is a bug. There should be a scanning icon on your first region Haven. If that is missing, follow the troubleshooting steps to regenerate your inis (configuration files).
