Cannot build radio relays?

Hello everybody, it seems that I am not able to build radio relays. I just researched resistance radio. Clicking on the radio tower symbol in a region (like in unmodded XCOM2) brings me to the haven management screen and I cannot find any other way to build it. Any advice?

Top right of Haven Management screen if you've researched radio. Sorry, it oughta be more prominent.

I had a similar issue.

You'll only see it in the Haven Management window if you go to that from the Geoscape. If you try to go to it from the Command window you won't get the button.

resistance radio is definitely researched, triple-checked it.

Correction -- the reason why that is is that you need the avenger in the region to start building a relay, so it has to be done from the Geoscape. Not a well-documented requirement, sorry.

I totally cannot see any option to build a tower anywhere. I have flown all over the place, accessed haven management screen in every way i know how, and never seen anything allowing me to build a relay.
Is there some requirement beyond the research i have done on the network??

Could someone post a screenshot of what i SHOULD be seeing?
