Proving ground items question

So I build battlescanner"s" and now got only 1 to equip and can not built more ( disapperead from menu ).
Is this intentional ?

And if I build scopes etc... trough the proving ground, does it mean infinite availability?
And when I build new armor which in the description it says its an upgrade from the normal ceramic armor I thought it would replace the ceramic, maybe it might be nice to add lines for items which will be infinite or single items.

My experience this far is that the Proving Ground allows you to prototype a new device: they make a single copy, but they've worked out the production process. Afterwards, you should be able to produce new copies on demand from engineering.

I know this is how it works with armor options, but not positive about all the other items.
