What do alien facility leads do in LW2?

I obtained a facility lead drop and I have yet to research it.

I was wondering what it actually does in LW2.

Does it skip the entire liberation line and allow you to directly assault the HQ? If so that seems rather powerful.

Does it simply give you the lead that allows you to start the chain?

I was wondering if anyone else has actually spent the time to research one.

It allows you to see otherwise invisible alien facilities that generate avatar project doom pips (those red squares on the avatar meter). You have to have contact with the region where the facility is in order to do it. You might remember this mission from vanilla as the "plant x4 in the alien facility" mission; it's the same idea except in LW2 they are completely invisible until you research a "facility lead" item.

It has nothing to do with the liberation chain.
