Soft time limit and overwatch cooldown

I think that the game should have a soft time limit and an overwatch cooldown to make all playing styles and squad setups useful:

Every mission should start with a soft time limit of 4 turns (mission with previously 8 turns) or 6 turns (mission with previously 12 turns or without a time limit):
- 1 turn with an infiltration score of 0 % - 49 %
+ 0 turns with an infiltration score of 50 % - 149 %
+ 1 turn with an infiltration score of 150 % - 200 %

Intervention increases the soft turn limit by 1 turn and costs 5 intel.

Reinforcements with 4 advent soldiers arrive at the end of the soft time limit and every 3 turns thereafter:
+ 1 advent soldier and - 1 turn with an infiltration score of 0 % - 24 %
+ 1 advent soldier and + 0 turns with an infiltration score of 25 % - 74 %
+ 0 advent soldiers and + 0 turns with an infiltration score of 75 % - 124 %
- 1 advent soldier and + 0 turns with an infiltration score of 125 % - 174 %
- 1 advent soldier and + 1 turn with an infiltration score of 175 % - 200 %

The strength of the reinforcements increases by 1 step every 2 reinforcements (100 % infiltration: reinforcements start with 4 advent soldiers and 3 turns, after 2 reinforcements 5 advent soldiers will arrive in 3 turns and after 2 additional reinforcements 5 advent soldiers will arrive in 2 turns).

Reinforcements give no xp and no loot.

Overwatch has a cooldown of 3 turns.

The infiltration score does not affect the number of enemies on the map. Only the advent strength in the region of the mission determines the number of enemies on the map.

I think that the hard time limit was implemented to counter continuous overwatch, but it makes some playing styles and squad setups less useful.
