Are Links Variable on the Strategic Map?

As I've learned more things here, I decided to restart my Legendary campaign twice. Second time I had the starting zone in Western North America. The third and most recent time I restarted, I use the mod Set HQ Location to force my initial zone to be Western North America.

What I notice is the first time I had Western NA (without use of the mod), there was a link from it to Eastern NA.

But when I restarted my campaign the last time (with the mod), there was no link to Eastern NA.

Are the links on the strategic map variable?

Yes. They have been since Vanilla. Vanilla had 2-4 connections; LW2 increases that to 3-4 and also adds several new ones.
