Incendiary Bombs - how do you make more than 1?

So I got an Incendiary Bomb from proving ground but I can't make any more - is this by design? I suppose maybe it's a balance thing because these are a little OP.

I think it is an identified bug, I also think there is something in the 1.2 change log.
On my game I can build many, so not sure what triggers it.

It was accidentally flagged as unbuildable in the release. Check the resolved bugs forum for a thread that should have a workaround (along with me barking up the wrong tree at least twice) to let you build more.
