Empty Haven - How do I get more resistance personel?

So I decided to ignore an alien invasion in one of my havens and now there's no personel there. Fair enough.

My question is: how do I get the resistance built up again in that region?

There's noone to recruit new members and no intel generation to spawn rescue missions.

It has been a ghost town for in-game months.

A Soldier liaison recruits as well. It's the only way to populate a ghost haven.

In addition, Avenger scan is equal to 4 rebels on Intel. If the region have been empty for some time and advent strength is low you might be able to spawn rescue missions by scanning there, but there is no guarantee of course so do it only if you don't have better places to scan.

As far as I know an advisor works barely as 2 recruit rebels (rebel 3 and advisor 5) and have a a 5% bonus speed wth every rank.

Look on the bright side - at least you know there aren't any Faceless in there!
