As my A-team psi op just found out by being punched to death, Andromedons who are deployed as reinforcements immediately get a full set of moves in their second (mechanical) form if their first form is killed from overwatch fire upon landing.
Assuming this is a bug because I can't imagine it is an intentional interaction to be punished for killing something in overwatch. Additionally it does not make sense in real-time that something that is killed and requires a lengthy reboot (the animation) could move so fast and unexpectedly that that it can run up and sluggishly punch a thing with no reaction.

It's a vanilla bug, and a pretty well documented one. The shell always resurrects with a full set of AP when the 1st stage gets blasted by overwatch fire on the enemy turn.
It doesn't even matter if you're ambushing from concealment or OW-firing on an active pod.
