Can final missions be initiated if the avatar bar is full?

Hi Everyone!

I'm at the end of my first LW2 campaign (veteran/ironman). I have one pip remaining on the avatar bar and the final missions revealed. However, I have no facility leads banked.

I'd like to heal a couple helpful soldiers, so I would greatly appreciate confirmation that I can still initiate the final missions if my avatar bar fills and the doomsday clock is active. Otherwise, I'll do them right now with my healthy soldiers.
